To work with Warp with Grid effect.

Step 1

Open the Effect menu. Open the Distort sub menu. Click the Warp with Grid command.

Step 2

Places a grid over the image allowing you to create custom and localized distortions on parts of an image leaving other areas unchanged. You can select the Grid Size.
