Open the Effect menu. Open the Video sub menu. Click the Painting command.

Adjust For NTSC This is the standard for the United States. Adjust For PAL This is the standard for much of Europe and the Commonwealth. DeInterlace Removes the blinking effect from thin edges or fine objects of images derived from interlaced video output.
